I’d
like to
begin
this
month
with the
SCHEART
network.
Most of
you are
familiar
with
SCHEART,
a linked
repeater
system
accessible
from
almost
any
point in
the
state
that
allows
amateurs
in SC to
provide
emergency
communications
support
for more
than 50
hospitals.
South
Carolina
Educational
Television
(SCETV)
played a
pivotal
role in
the
implementation
of
SCHEART,
providing
engineering
support
and
manpower
for the
installation
of the
wide
area
repeaters,
allowing
SCHEART
to use
its
statewide
digital
microwave
system
for
repeater
linking
and
taking
on
responsibility
for
maintenance
of the
equipment.
Now
SCETV,
which
has
helped
amateurs
so much,
needs
our
help.
The SC
Legislature
is
considering
defunding
SCETV as
a
cost-saving
measure.
This
would
mean the
end of
SCETV
and the
end of
SCHEART.
If you
believe
that the
SCHEART
network
is
important,
please
tell
your
local
State
Representative
and
State
Senator
to
support
funding
for
SCETV.

the air

week.

Day
weekend
visiting

Day

As
I
mentioned
in my
last
report,
we have
a new
PIC,
Tammy
Livingston
KI4PTJ.
She
reported
an
interesting
solution
to the
problem
of
trying
to hold
a
meeting
in a
restaurant
without
a PA
system.
At their
annual
Christmas
Party,
the
Columbia
Amateur
Radio
Club
requested
that
attendees
bring
their
hand-held
radios
all set
to the
same
simplex
frequency. The
use of
the
hand-helds
brought
odd
looks
from the
other
restaurant
goers
but
allowed
the club
president
to
communicate
the past
year's
achievements,
give out
awards
and door
prizes,
all
without
needing
to use a
PA
system.
The
weather
here is
South
Carolina
sure has
been
making
the news
lately,
and SC
amateurs
have
been
doing
their
part to
help the
National
Weather
Service.
Bobby,
W4KSD
reports
that at
the
request
of the
NWS
office
in
Charleston,
Low
Country
amateurs
activated
their
SkyWarn
net on
10
January
at 4:00
am in
advance
of an
“approaching
weather
event”. The
net ran
until
1:35pm,
taking
76
reports
from 41
amateurs
who had
checked
into the
net. Two
amateurs,
k4gtm
and
kf4mnd
relayed
information
into the
Georgia
counties
served
by this
NWS
office.
This
was no
drill:
at one
point
during
the
morning,
all
major
bridges
in the
Charleston
area
were
closed,
bringing
road
transport
in and
out of
Charleston
to a
standstill.
The NWS
Charleston
office
would
like to
thank
all
amateurs
in SC
and
Georgia
who
participated,
SCHEART
and the
Charleston
Amateur
Radio
Society
for the
use of
their
repeaters.
Here is
an
update
on
EMCOMM
activities
in SC
from

SEC:
The SC
Section
and
SCEMD
have
signed a
new
Memorandum
of
Understanding.
The
backlog
of RACES
ID cards
has been
discussed
with
SCEMD
Director
Platt
this
past
Wednesday. He
will
help
remove
roadblocks
delaying
the
printing
of the
new
cards.
The SC
Statewide
exercise
normally
held the
first
week of
June
will be
held
during
May this
year. We
will be
participating
in a
national
level
exercise
at that
time. The
dates
are May
16, 17,
and
18. The
scenario
is an
earthquake
on the
New
Madrid
fault.
DHEC
region 5
will
hold a
hospital
evacuation
exercise
on April
14th.
DHEC
region 3
has
scheduled
a
hospital
evacuation
exercise
for
April
20th
that
will
likely
be
rescheduled
to
coincide
with the
national
level
exercise. The
most
likely
date is
May
18th.
There
will be
a Radio
Response
Team
training
class in
Bamberg
on
February
16th.
There
will be
an AREA
3 ARES
training
class on
Saturday
February
19th at
SCETV in
Columbia. Others
may
participate.

The month
began with a trip to Ladson, SC to attend the Charleston Hamfest. As always, it
was a pleasure to see everyone who came by the ARRL table, and to wander through
the vendor area looking for bargains. We were very fortunate to have two guest
speakers at the ARRL Forum, ARRL's Media and Public Relations Manager, Allen
Pitts, W1AGP, and Roanoke Division Vice Director Dr. Jim Boehner, N2ZZ. In spite
of the rainy weather, there was a good turnout. Hopefully the weather will be
better next year.
The big
news this month is a bill before the current session of Congress, HR607,
“Broadband for First Responders Act of 2011”. You can view this bill at:
http://www.gpo.gov/fdsys/pkg/BILLS-112hr607ih/pdf/BILLS-112hr607ih.pdf.
Although
the ARRL supports allocation of spectrum for public safety needs, this
particular bill contains a provision that would require the FCC to auction off
420-440 and 450-470 MHz. Amateurs would lose most of the 70 cm band. All
amateurs should contact their local representative and ask them to oppose HR607
in its current form. You can find a sample letter that you can use at
http://www.arrl.org/sample-letters. You will also find information on that
page that explains how to send your letters to the ARRL lobbyist, Chwat and Co.,
who can forward them directly and quickly to your representative. Please click on the link above and
take a moment to send a letter to your representative. It is very important that
we let Congress know where we stand on this bill. If you know amateurs who are
not ARRL members, please ask them to contact their representative as well – because
they are not members, they would not have received any of the e-mails regarding
this sent by the ARRL and they may not be aware of HR607.
Dr. Fred
Hambrecht, W4JLE reports that on 14 May 2011, the USS Yorktown will be back on
the air using call sign NWKJ for the first time in 41 years. Although the
Yorktown has been put on the air by the Charleston Amateur Radio Society,
WA4USN, this will be the first time the Yorktown’s military call has been used
since she was decommissioned. The amateur frequencies that will be monitored by
the shipboard operators will be announced on the following frequencies:

Spring is now in full swing and hopefully many of you are making plans for Field
Day 2011. Vice Director Jim Boehner and I will be on the road this year visiting
Field Day sites across the Section. Jim will be visiting sites in the Low
Country and I will be covering the Upstate. We would love to come by and see
your Field Day operation, so please e-mail me at

that we can get your club/group on our itinerary.
Our PIC, Tammy, KI4PTJ, has information that she would like to share with SC
hams regarding upcoming bike rides/races for which amateurs provide
communications support. If you are interested in volunteering, please contact
her at livi4461@sc.rr.com. If you decide
to volunteer, please make sure that she has your current cell phone number and
your t-shirt size. She would also
need to know if you have a preferred post. Here are the details of the upcoming
events:
April 16th - Taylor's Ride - provides scholarships to diabetic youth graduating
from Dutch Fork High School in memory of a young lady that died from diabetes.
Start/End at Dutch Fork High School.
Similar routes as LMC Colon Cancer Ride. This is our first year working this
event and they anticipate approximately 150 riders (perhaps more since this is a
training ride for the Tour de Cure).
May 7th - Tour de Cure - all proceeds go to the ADA.
Supports research in finding a cure for diabetes. Start/End at Little
Mountain Reunion Park. Similar
routes as last year.
This is our 3rd year supporting this event and they anticipate more riders that
in previous years. Early
registration is already over 350 riders. We will be using the Little Mountain
repeater for this event. We will
also be using the SCHearts trailer for Net Control
I would like to take a moment to thank our OO’s who work quietly behind the
scenes, as well as the OOC, Bob, N4NUM. Every month, come what may, I get an OO
activity report, and after 15 months I am pleased to say that a) the reports are
relatively short, which is good news – SC by and large understand and follow the
rules, and b) I rarely see the same call sign on the list more than once. If you
do receive a report from an OO, please remember that the intent is to provide
helpful feedback rather than to punish.

April 2011 South Carolina Section Manager’s Report. Please remember that

There have been some changes in the Section leadership team. Brian Sugden,
KR4SP, is stepping down as Affiliated Club Coordinator and Dennis Fowler,
KG4JIA, will be stepping down as Section Governmental Liaison.
I would like to thank both of these
gentlemen for their service to our Section and the League and I hope that I will
have an opportunity to work with them again in the future. If anyone is
interested in either of these appointments, please let me know.
In particular, I am looking for someone in the Columbia area to take on
the task of being SGL; I think that it is important to be close to the State
House in order to see what is really happening. Our Legislature works in
mysterious ways.

Speaking of the Legislature, it appears that they will not act on any of the
anti-texting bills introduced during this session. Their immediate concern is
dealing with the budget deficit and the importance of that issue is such that it
has overshadowed everything else. Our version of PRB-1 appears to have died in
committee; it is not clear when that bill could be reintroduced. Advancing PRB-1
legislation would be a priority for the incoming SGL, as it would give amateurs
in SC some relief from zoning ordinances that complicate erection of towers and
antennas.
Charlie Miller, our SEC reports that there will be a National Level Exercise
this week, 16 - 20 May 2011. The scenario is a major earthquake along the New
Madrid fault, which is located in the Midwest. Our state’s role would be to
provide supplies needed by states adjacent to the fault, and volunteers from
SCDHEC Region 3 will be participating.
He also reports that last month, there was an exercise in SCDHEC Region
3, whose scenario involved tornadoes striking Allendale, Barnwell, and Bamberg
counties, with evacuation to Orangeburg and Aiken. All coordination was done via
Amateur Radio, using the SCHEART linked repeater system. If you would like more

Field Day is almost upon us and I would like to remind you that Vice Director
Jim Boehner, N2ZZ, and I will be visiting Field Day sites. Jim will take the
downstate region and I will travel through the upstate. Please let us know when
and where you will be operating so we can add you to our itinerary.
Field Day is supposed to be fun and this year I would like add something to the
event that hopefully will add to that fun. I will be giving away a copy of the
ARRL Antenna Book to the FD group that has the most unusual antenna and a copy
of the ARRL Handbook to the group that operates from the most unusual location.
To participate in either of these sidebar competitions, please send photos of
your antenna and/or location to n4ufp@arrl.org,
or let me know where you’ll be operating and Jim or I will come by to take a
look. If everything goes well, I hope to announce the winners in my July 2011
report to the Section.

The Upstate Hamfest was doubly blessed this year, with good weather and
good attendance. We had a wonderful
presentation about Logbook of the World (LOTW) from Norm Fusaro, W3IZ at ARRL HQ
and I would encourage anyone who spends a lot of time DX’ing to consider use of
LOTW.
I had an opportunity to speak to a number of amateurs while I was at the
Hamfest and a couple of questions/concerns were raised, which I would like to
address. First, regarding anti-texting/cell phone use bills and amateur radio,
there are currently five bills in the Legislature that address this issue:
H3115, H3119, H3160, H3542, and S59. One of them, H3119 contains an exemption
for amateur radio operators involved in emergency communications, but the others
do not mention the Amateur Service at all. It
is hard to know the impact of these laws on our service:
each one defines text messaging differently. A common thread is an
attempt to prohibit the use of “hand-held” devices.
This could impact the use of an HT in a vehicle, but not a mobile radio
mounted in the car. The types of mobile operation most likely to be affected are
RTTY, PSK31, and possibly APRS. Bill S59
is potentially the most problematic: it would make it unlawful to “drive
carelessly as a result of being distracted.” The definition of a distraction is
very broad and could be applied to almost any activity occurring in a vehicle
that is not driving. Fortunately, none of these bills made it out of committee
this year, but we will continue to watch them and try to prevent a bill that
would unduly restrict our mobile operation from becoming law.
I also got some questions about PRB-1 legislation.
The PRB-1 bill introduced two years ago died in committee this year. We
need to find a legislator who will reintroduce the bill and shepherd it through
the legislative process.
Before I move away from legislative issues, I would like to remind the
Section that I am looking for an amateur who is interested in serving as our
Section Governmental Liaison (SGL). A
detailed description of the position can be found on the ARRL web page.
If you are interested in this
appointment, please let me know.
I am also looking for an Affiliated Club Coordinator (ACC). I have had a
couple of folks express interest, but I don’t yet have a volunteer. If you are
interested in this appointment, or would like more information, please let me
know.
As I write this, Field Day is just a couple of hours away. I hope to
visit at least eight FD sites in the Upstate Region this year.
Although Field Day has some elements of a contest, it is also an
opportunity to introduce new or inactive hams to HF operation, while having some
fun.

We have a new Affiliated
Club Coordinator, Carl Bosard, AJ4AU. He
lives in North Augusta, SC, and is currently the President of the North Augusta
- Belvedere Radio Club. He is also a member of the Board of Directors of the
Amateur Radio Club of Augusta, GA. If you see Carl or hear him on the air,
please thank him for volunteering and congratulate him.
We also have a new State
Governmental Liaison (SGL), Michael Jordan, K3ZMD. Michael lives and works in
Hilton Head, SC. Our legislature has finished its work for the year, so this is
a good time to have a new person come on board as SGL. If you have questions or
concerns regarding things legislative, you can reach him at
k3zmd@hotmail.com.
The Carolinas Net has a new
Net Manager, Don Negus, N0SU. They have been looking for a while, so I know they
are glad that Don has stepped forward. I wish Don the best in his new role, and
encourage you to participate in the Carolinas Net.

Field Day 2011 is now in the rear view mirror and for me it was quite an
experience. I visited eight Field Day across the upstate from Rock Hill to
Anderson:

I got to meet lots of nice people, eat some good food, and was
interviewed by a reporter in Anderson.
I also got lost once or twice (I never did find the Greer ARC FD site)
and made it to the FD site in Walhalla just after they had left. I want to thank
all the above-listed groups for their hospitality and I hope to see all of you
next June, if not before.
I received FD traffic from the following groups:

Greetings to all Amateur Radio Operators. This is Marc, N4UFP with the
October 2011 South Carolina Section Manager’s Report. Please remember that

Carolina.
I had the opportunity to visit two Hamfests in October, in Rock Hill and
Sumter. The weather was sunny both days and attendance at both events was good.
I encourage all of you to visit one or both of these events next year: Rock
Hill’s hamfest is the first Saturday in October and Sumter’s is the third
Saturday of the month.
I would like to thank all of you who were kind enough to respond to my
call for amateurs who have legislative contacts. I have passed your information
on to our SGL, K3ZMD, Michael Jordan, who should be contacting you soon, if he
has not already. It is important for us to stay involved with the Legislature in
any way that we can.
Propagation conditions have improved dramatically over the past few
weeks, and those of you who have not been on HF recently (or at all) may want to
give it a try. Ten meters is now open to most parts of the world during the day
and contacts can be made with simple antennas and low power.

Greetings to all Amateur Radio Operators. This is Marc, N4UFP with the
November 2011 South Carolina Section Manager’s Report. Please remember

I am pleased to announce that there is once again a Greenwood Hamfest,
which will take place on 01/14/2012 at its new venue, Piedmont Technical
College, 620 North Emerald Road, Greenwood, SC 29646.The event is sponsored by
the Greenwood Amateur Radio Society; for more information contact Tedd Davison ,
AI4WN, 116 Mountain Shore Drive Greenwood, SC 29649 (864) 377-1872 or
ai4wn@arrl.net. Talk in will be on 147.165+ (PL 107.2) I expect to be there and
look forward to seeing you. Carl Bosard, AJ4AU, the Affiliated Club Coordinator
will also be at the Greenwood Hamfest
(barring bad weather) and would like to make contact with as many club
officers/ members from all of the clubs in SC.
Our Public Information Coordinator, Tammy Livingston, N4TAL, reports that
the Columbia ARC has been very busy this year; recently it held an ARRL VE test
session that resulted in a SC record for attendees.
This session was the largest in SC for 2011 and the 3rd largest ARRL VE
session in the US. CARC volunteers also worked 9 community service events,
hosted 5 events including the SC QSO party, conducted 5 Roger's Workshops and
currently the club is in the middle of a 3-part build project.
As we approach the end of 2011, it is appropriate to take a moment to look at
what our lawmakers are up to, because a new Legislative session will begin in
January 2012. Presently there are four
bills before the Legislature that could impact amateur radio operations in SC:
H 3119
H 3160
H 4451
S 225
The intent of all four is to prohibit text messaging while driving, but the
language in each is different, resulting in different issues for the Amateur
Service in SC. Only one, H 3119, mentions amateur radio, and that is in the
context of exempting mobile amateur operations supporting public safety or
emergency operations from regulation by the bill. Although the others are mute
on mobile amateur radio operations, they define “wireless communications
devices” broadly enough that amateur gear could be included. Our SGL, K3ZMD, and
I will be watching these bills and exerting what influence we can over the
legislative process to make sure that amateur activities are not negatively
impacted.
